Position Summary:


Versar is seeking a Marine Engineer to assist in providing program management support services to the U.S. Coast Guard (USCG) Assistant Program Executive Officer (APEO) for Surface Programs. This position requires an experienced Marine Engineer who will play a key role in the major systems acquisitions processes used by the government to recapitalize the USCG’s fleets of boats and cutters (ships). Experience with some combination of boat/ship design, construction, major depot level maintenance programs (drydock or dockside) boat/ship procurement programs is preferred. The successful candidate must demonstrate sound analytical skills, judgment, initiative, teamwork, responsiveness, written/verbal communications skills, and be able to work effectively in cross-functional teams.

Duties / Responsibilities:
The candidate selected for this position shall provide on-site program management support in accordance with the guidance, practices and policies set forth in the Federal Acquisition Regulations (FAR) and related USCG program guidance (e.g., Major System Acquisition Manual).
To perform these duties the Naval Architect may be called upon to perform or assist with the following:
• Support to the program office in the development, identification, and analysis of documentation required for a USCG Major System Acquisition Program and Non-Major Acquisition Program (NMAP).
• Review of existing documents for required updates and ensure all documentation remains current and updates are completed by Major Systems Acquisition Manual (MSAM) & NMAP guidance. Review engineering drawings, documents, and manuals, etc.
• Review/update program documentation and initiate missing documentation.
• Assist with timely completion of upcoming acquisition milestones.
• Review, update, and validate program’s technical packages, technical evaluation of contractor proposals to include calculations and drawings.
• Verify design compliance with all specifications and requirements.
• Develop and review Engineering Change Proposals, Manage program configuration management.
• Conduct technical inspections for specification compliance including engineering changes.
• Ensure design compliance with all specifications and requirements documents.
• Manage reporting requirements & procedures for internal & external documentation.
• Provide support for life cycle logistic planning for selected USCG surface assets.
• Meet as required with USCG program leadership in support of acquisitions program development and provide related support, including correspondence, white papers, briefing slides, etc.
• Support USCG program staff at technical and logistic meetings and working groups.
• Develop written communications products, including drafting of reports, issue papers, analysis, PowerPoint slide decks, meeting minutes/summaries.
• Support Integrated Product Teams (IPTs) and other working groups: collect and assess stakeholder feedback on projects/processes, provide assessments to USCG acquisitions staffs, perform research and analysis of client stakeholder inputs to IPT projects, and make recommendations for solving problems and improving processes.

Minimum Qualifications / Requirements:
• A Bachelor of Science (BS) Degree with ten (10) years of relevant experience; or Master of Science (MS) degree or Professional Engineer (PE) license with five (5) years of relevant experience. The BS or MS degree must be one of the following (or similar) degrees: Mechanical Engineering (Marine), Electrical Engineering(Marine), Structural Analysis (Marine), Naval Architecture, Ship Design and Integration, or Engineering Management.
• Two (2) years’ experience in Acquisition or Engineering Management, which may be concurrent with the above experience requirements. A PMP can be used to substitute the two (2) years of experience.

Certifications Desired:
• Professional Engineer (license), Project Management Professional (PMP).
